HSPCB notified regarding the Categorization of the Industrial Sector/Projects in White categories for Consent Management

EHS ComplianceThe Haryana State Pollution Control Board (HSPCB) on October 26, 2025, notified regarding the Categorization of the Industrial Sector/Projects in White categories for Consent Management.

The following has been stated namely: -

• The order adopts the revised methodology issued by the Central Pollution Control Board (CPCB) dated February 12, 2025, and March 25, 2025, for classification of industrial sectors into Red, Orange, Green, White and Blue categories under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. 

• It defines the White category as industrial sectors/projects that are “practically non-polluting” and thereby subject to a lighter consent management regime (fewer inspections, simplified regulatory processes). 

• Under this order, sectors/projects listed under the White category will benefit from reduced regulatory burden: for example, automatic renewal of Consent to Operate and lower frequency of inspection, aligning to promote ease of doing business.

• The order takes immediate effect from the date of issue and mandates that all new applications for Consent to Establish or Consent to Operate by White category units will follow the new classification and regulatory treatment. 

• The Board has made archival lists (Annexures) of White category sectors publicly available, thereby providing clarity to industry on which sectors qualify and what regulatory relaxations may apply.
